ABOUT THIS POSITION

The Public Transit Department provides residents with a variety of transit options and services, which range from local and commuter buses to alternative transportation for senior citizens and individuals with special needs. 

The Public Transit Department is looking for a Contract Specialist II to operate within the Operations Division at the Transit Facility located at 2010 W. Desert Cove Avenue, Phoenix. The Contract Specialist II performs advanced administrative work involving writing and administering complex transit service contracts, studying and applying administrative systems, policies, and practices, and contracting for and monitoring private transit service providers. Incumbents receive only nominal supervision and handle complex and difficult operations and services. Work requires the use of critical thinking skills, initiative, professional judgement, and is performed under the supervision of the Transit Superintendent.

Responsibilities include: 

  • Overseeing day-to-day fixed-route operations. 
  • Preparing performance-related reports and creating data reports.  
  • Developing, monitoring budgets, expenditures, and budget projections. 
  • Monitoring/Observing, and data collection and analysis of transit field operation.
  • Working with private sector transit managers and professionals from other transit agencies/cities.

SALARY

Pay Range: $69,492.80 to $113,193.60 annually.

MINIMUM QUALIFICATIONS
  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • Bachelor's degree in public or business administration or a related field.

The Las Vegas Urban Forest Center is hiring a full-time Instructor to lead our Arborist-in-Training (AIT) program, a 20-week, hands-on workforce development initiative designed to prepare individuals for meaningful careers in urban forestry.

The AIT program is part of an urban forestry and community resiliency effort supported by a multi-year U.S. Forest Service grant. Our mission: plant 3,000 trees in underserved neighborhoods across the Las Vegas Valley  while educating the community about the benefits of an expanded tree canopy.

As the AIT Instructor, you’ll be more than a teacher—you’ll be a mentor, guide, and changemaker. You’ll design and lead engaging lessons in desert horticulture, tree care, and sustainable landscaping while supporting weekly community tree plantings and partnerships with local organizations.

What You’ll Do:

       Develop and teach a comprehensive, 20-week curriculum focused on desert horticulture, arboriculture, and landscape sustainability.

       Cover topics including plant ID, tree selection, soils, irrigation, pruning, pests, climate resilience, composting, and safety.

       Lead two days of weekly classroom instruction and support two days of hands-on tree planting in disadvantaged neighborhoods.

       Coordinate with community partners to host field trips, guest speakers, and on-the-job experiences.

       Support the development of bilingual curriculum (Spanish/English) and help make environmental education more accessible to all.

       Lead educational workshops and information sessions to help community members learn about the benefits of trees. 

Who We’re Looking For:

We’re seeking a dedicated educator with an understanding of desert plants and a heart for community service. Ideal candidates will be just as comfortable teaching pruning techniques as they are working alongside residents to green their neighborhoods.

Required:

        Bachelor’s degree in forestry, horticulture, natural sciences, or a related field.

        Strong knowledge of desert-adapted plants, urban forestry practices, and sustainable landscaping techniques.

        3-5 years of experience in curriculum development and adult education or workforce training.

        Comfortable working outdoors in extreme temperatures and lifting up to 25 pounds.

       ISA Certified Arborist or equivalent experience.

DESCRIPTION

This position helps to oversee the daily operations of the Parks Maintenance Technicians in Urban Forestry.  It requires the ability to problem solve and exercise appropriate judgment in the full scope of operations procedures, policies, and technical duties of the work unit. 

Duties include, but are not limited to the following:

·       Select, train, motivate, track, assign, and oversee the work of staff; establish schedules and methods for work performed; and ensure adherence to proper workgroup procedures and policies.
·       Review organizational goals and objectives; establish and discuss job duties and performance expectations; set performance goals.
·       Recommend and assist in the implementation of organizational goals and objectives and implement policies and procedures.
·       Observe and enforce the requirements of Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) regulations, relating to CDL license holders in the performance of safety-sensitive functions and the use and/or misuse of alcohol and controlled substances;
·       Determine equipment and supply needs; evaluate and monitor equipment performance; requisition supplies and materials; and make routine and emergency purchases as required.
·       Participate in preparation of the workgroup budget; monitor, review, approve and control expenditures including purchases; assist with writing and submitting grant applications. Coordinate workgroup activities with other divisions, other city departments, with outside agencies and volunteers.

When Assigned To Urban Forestry:  

·       Guide planning and operations to implement the Urban Forestry Master Plan, coordinate projects involving multiple workgroups, departments, or outside agencies/groups, and assist in the development of educational materials and conduct informational workshops for staff and the public.  
·       Assist Urban Forester with community outreach programs, trainings, and events.
·       Coordinate projects, collaborate and communicate with internal and external partners.
·       Provide oversight and maintenance of the tree inventory database and coordinate resources and effectively.
·       Works with crews and independently.


MINIMUM QUALIFICATIONS

Work Experience:

Requires three (3) years of experience in the maintenance of infrastructure systems, at least two (2) of which must be in assignment: parks, preserves, golf courses, baseball spring training facilities, contract oversight, volunteer oversight or facility maintenance. Two (2) years of supervisory or lead responsibility is required.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year).  The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience. 

Education:

Requires the equivalent of an associate degree supplemented by accredited technical training in a specialty related to the core duties of the position.

The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).

Certifications, Licenses, and/or Registrations:

Possession of a valid Class A Commercial Driver’s License (CDL) is preferred.  Depending on area of responsibility, possession of, or required to obtain within 180 days of hire, an Arizona Structural Pesticide Applicator License in categories 3 and 4 or a Certified Applicator Golf (PUG) in Ornamental & Turf category (B2).

When Assigned To Urban Forestry: 

Possession of or required to obtain an International Society of Arboriculture (ISA) Certified Arborist ISA Tree Risk Assessment Qualification, and TCIA Tree Care Specialist certifications obtained within the first year of hire. 

ADDITIONAL REQUIREMENTS
